Former England pacer Matthew Hoggard has lashed out at ECB, saying Yorkshire's historical racism investigation and the disciplinary process has ‘failed everybody’ including Azeem Rafiq, who called English cricket ‘institutionally racist’. Hoggard has withdrawn his cooperation from the procedure.
